Abstract

Public works employees, particularly when they are represented by building trades unions, seek to have their wage rates tied to those existing in the construction industry. Because of significant differences in job duties, work location, and the seasonality of employment sole reliance on wage rates in the construction industry is found to be inappropriate. Other comparisons such as wage rates paid by the state, surrounding communities, and public utilities must be recognized in establishing wage rates for public work personnel.
