MARKET SOLUTIONS TO THE EDUCATION CRISIS: VOUCHERS, TECHNOLOGY, CONTRACTING OUT INSTRUCTION

Abstract

This article argues that the Education Reform Movement has not and will not bring about improvement, partly because reformers ignore the interests adversely affected by proposed reform. In addition, the structure of Public Education renders it virtually impossible to sustain meaningful change. Too many individuals and organizations have veto power, whereas none has unilateral power to implement significant supportive changes. To avoid these obstacles public policy should encourage for profit educational service providers. These advantages and disadvantages are summarized briefly.
